The Glossary of Continuous Learning defines 76 concepts related to education and training, learning, competence, guidance and coaching. The glossary sheds light on how learning and competence are connected to the world of work and the labour market. The glossary provides terminological concept descriptions, and diagrams to visualise the relationships between the concepts. Recommendations are given on which Finnish terms to use, and the concepts include Swedish and English equivalents.

The glossary supports the reform of continuous learning and the development of the Competency Path service. It promotes mutual understanding between the central government and those implementing continuous learning in practice. By defining common concepts, the glossary intends to facilitate dialogue and cooperation between branches of government and ensure a consistent application of the concepts in communications, service planning, law drafting and data architecture.

The terminology work aimed at developing the Glossary of Continuous Learning was started in 2020–2021 as a joint project by the Ministry of Education and Culture and the Ministry of Economic Affairs and Employment. In spring 2023, the work was continued on commission from the Ministry of Education and Culture. Specialists from both branches of government took part in the work. Terminologists from the Finnish Terminology Centre guided the work of the glossary group and were in charge of the terminology work. In 2020–2021, the terminology project was financed by the Ministry of Education and Culture and the Ministry of Economic Affairs and Employment. As of 2023, the project was part of the Digitalisation Programme for Continuous Learning financed by the Recovery and Resilience Facility (RRF) of the European Union (NextGenerationEU).
