In 2007 Kela (the Social Insurance Institution of Finland) and the Finnish Terminology Centre TSK initiated a joint terminology project whose aim is to improve communication and electronic data exchange between Kela and its partners by harmonizing and establishing the terminology related to social security provided by Kela with the help of systematic terminology work. The result of this work is the Terminological Vocabulary of Kela. The 1st edition of the vocabulary was published in 2010, and the 2nd edition in 2012. The earlier editions covered health insurance (e.g. sickness allowances and reimbursements for medical expenses under the Health Insurance Act), international medical care, occupational health care, disability benefits and interpreting services for the disabled as well as some pensions and rehabilitation organized and reimbursed by Kela. The 3rd edition, called the Terminological Vocabulary of Kela – Benefit-related concepts, has been supplemented with the rest of the pensions paid by Kela, housing benefits, financial aid for students, conscript's allowance, benefits for families with children and unemployment allowances. At the same time the material published earlier has been updated.
The Terminological Vocabulary of Kela contains information on almost 500 concepts in term records and concept diagrams. The concepts have been given definitions and term recommendations in Finnish and Swedish. The relations between the concepts are illustrated with the help of concept diagrams. The foreword, instructions, concept descriptions and concept diagrams have been translated into Swedish.
The Terminological Vocabulary of Kela describes the Finnish social security system from the point of view of legislation. The vocabulary is aimed at experts, who need to know the recommended social security terms used in connection with Kela and their meaning. The vocabulary is a great tool e.g. for law drafters, PR officers, editors and translators. The vocabulary can also be used to support data management and help to develop retrieval, transmission, archiving and modeling of data.
